    Submit a bug, unexpected behavior, or improvement note for review. Use for system/tool failures, repeated unresolved attempts, blocked frustrated users, all-caps or repeated-exclamation urgency/anger about unresolved problems, other escalation-worthy anomalies, and concrete improvement opportunities. Context about your identity, room, and workspace is attached automatically. Each command invocation is a distinct report by default; pass the same caller-owned --idempotency-key only when retrying an uncertain prior submission. Do not use for user errors or expected limitations unless they reveal a concrete improvement opportunity.
